Change management and find a management company with experience who cares for residents and employees not just padding their bank accounts.
Culture should be about the employees not one person. If Avanti didn't have a bad culture they wouldn't have a culture.
By not interviewing at all
The COO is inexperience and has no business leading people or managing a company.
Company doesn't take care of their residents. Always cutting corners except when it comes to the COO paying her friends and family.
