Planning is rushed and sloppy, because they think they are saving time and everyone just has to move fast, resulting in sloppy execution, rework, and poor communication

The managers are mostly incompetent and play politics to keep their gravy train going. Most of them are unemployable anywhere else so they manage with fear that is projected to subordinates.
