You are given performance reviews and if you don't step up and continuously under perform, you are notified by HR

I don't recall any layoffs. If this is about letting someone go because of sales performance, they get to meet with the director of sales few times if their performance is below expectations to discuss how they can improve. If they continue to under perform, then they are let go.
