Flatten the hierarchy or management and reduce bottle necks. Create more agile teams that will work in unison together and provide surprise incentives to award top performing teams. Agile teams can be more specialized or generalized. Better track employee performance metrics for the good and bad

non-transparent and not open. but you can somehow know the unfairness around you.
I have been an employee with this company for almost 16 years. I have been retaliated against by VPs. I would like equal compensation based on achievements not political status.

More training to managers on facilitation techniques/leadership skills. They should implement a phychological metric such as The Predictive index in order to understand each employee's motivational needs. Provide a clear vision of the company and stay consistent with corporate values.
Peer relationships and interactions with non-management staff.
Respect your employees, especially engineers.
Culture of only promoting close friends rather than best employees. At every level you see this happening.
