Be impartial and rate all employees according to performance. Leadership need to listen to all employees. Higher leadership has multiple layer and do not meet with scientist at all.
Leadership has taken on some complex transformation projects and there are bodies lying everywhere as a result. It is like they don't understand how complex these things are, and they keep adding new ones on top of the ones they've already initiated. Creates a chaotic / unpleasant environment.
