There needs to be an improvement with management and the communications to the subordinates. the fair and equal process of promotion, training, pay, work distribution and supervisory oversight.
consider the bigger picture and not the immediate tasking. instead of lowering standards to meet hiring goals, tell congress their mandates are incorrect.
