At my current job USACE, 59 mins for holidays are rarely initiated. Telework is not supported in the way other agencies use it. Also incentives appear to be a bad word.
The team is great, but more training is required.

Reasonable and realistic leadership. In procurement there aren’t realistic timelines for projects, and program managers feel that contracting reports to them.
not good moral on a daily basis, give power to the actual clinic.
Command culture and realism of project timelines.
They just changed evaluation systems and they should not have.
