Lead by example. Actually do their responsibilities. Provide customer service. Stop gossiping.
Everything, it's always the tenant fault, when they don't want to do anything
recognizing all employee contribution and accomplishment and employees who violate policies and procedures, especially those who are "connected."

Stop gossiping about their coworkers and tenants. They need to stop calling out. They need more supervision especially the community manager.
Actually working to build the community and make it great would be nice.
