Fire all the old supervisors and director and get fresh supervisors and a director that would actually do a better job

The culture needs to be just. Your Directors are mostly well paid toilet cleaners. That being said, they are additional hands and place themselves in the areas that need help. That would impress their staff but the hospital.
Need to have meetings. Work together as a team.
