Talk with your peers. Pay inequality exists throughout the organization and is based on prefential treatment and who you're like by rather than your contributions to the organization.
Accountability doesn't exist unless you're a top performer, in which case you become the work horse and constantly have your hand held to the fire.
The only joy I have found here has been in working with the very few educated staff that they have.
