Mr. J. Michael Luttig, also known as Mike, has been Executive Vice President and General Counsel of The Boeing Company since April 2009. Mr. Luttig served on the United States Court of Appeals for the Fourth Circuit from October 1991 to May 2006. He served as Senior Vice President at Boeing Co. since July 1, 2006. He served as an Assistant Attorney General of the United States from October 1990 to October 1991 and Counselor to the Attorney General at the Department of Justice in Washington during the Reagan administration from August 1990 to October 1991. He served as Principal Deputy Assistant Attorney General at the Department of Justice, U.S. from March 1989 to October 1990. He served with Davis Polk and Wardwell from September 1985 to March 1989. He served as Special Assistant to the Chief Justice of the United States Warren Burger from September 1984 to September 1985. Mr. Luttig served as a Law Clerk to the Honorable Warren E. Burger, Chief Justice of the United States from July 1983 to August 1984 and Judge Antonin Scalia of the United States Court of Appeals from August 1982 to July 1983. He was Federal Appeals Court Judge, U.S. Court of Appeals for the Fourth Circuit from 1991 to 2006. Mr. Luttig served as Special Assistant to The White House Counsel and then served as Assistant Counsel from March 1981 to August 1982. While in The White House, he assisted in the preparation of Justice Sandra Day O'Connor for hearings. He worked at the Supreme Court of the United States in the Office of Administrative Assistant to the Chief Justice from September 1976 to September 1978. He has been an Independent Trustee at Templeton Emerging Markets Fund, Inc. and Templeton Global Income Fund since December 1, 2009. He has been a Director of Templeton Dragon Fund Inc., since December 1, 2009. He serves as a Director of Boeing Capital Corp. He serves as a Director/Trustee of 132 portfolios in the Franklin Templeton Investments fund complex. He has been an Independent Trustee of Franklin Universal Trust since December 2009. He has been Independent Trustee of Franklin Custodian Funds - Franklin Income Fund since 2009. He has been a Member of the Executive Council at The Boeing Company since July 1, 2006. Mr. Luttig served as an Independent Director at Templeton Russia and East European Fund, Inc. since December 1, 2009. He holds a Bachelor of Arts degree in 1976 from Washington and Lee University in Lexington, Va., and a Law Degree from the University of Virginia School of Law.
