Executive Bio

Mr. Kevin J. Martin, J.D., has been Vice President of Mobile and Global Access Policy at Facebook, Inc. since May 2015. Mr. Martin serves as Managing Partner of Carmichael Partners. He co-founded the Carmichael Partners. He has deep experience in the telecommunications, economics, governmental and legal arenas. He has nearly two decades experience as a Lawyer and Policy Maker in the telecommunications field. He served as an Associate at Wiley, Rein & Fielding. He served as a Partner and Co-Chair of Technology & Communications Practice of Patton Boggs LLP (Squire Patton Boggs) from 2009 to 2015. Before joining the FCC as a Commissioner in 2001, he served as a Special Assistant to the President for economic policy, a Staff Member on the National Economic Council and Deputy General Counsel on the Bush/Cheney 2000 campaign in Austin. He served on the Bush-Cheney transition team and served as a Deputy General Counsel for the Bush campaign. He served as an Advisor to Federal Communications Commission Commissioner, advising on telecommunications and broadband issues. Previously, he was a Judicial Clerk for U.S. District Court Judge. He served as the Chairman at Federal Communications Commission (FCC) from March 2005 to January 2009. He joined Federal Communications Commission in 2001. At FCC, he reviewed, approved and conditioned a number of transactions that transformed the media and communications industries. He served as the official U.S. Government Representative to the G-8's Digital Opportunity Task Force, addressed numerous international conferences as a Global Leader on media, communications and technology policy, represented the U.S. in dozens of bilateral negotiations and served on the boards of several private companies in Carmichael's targeted sectors. He has been a Director at UbeeAirWalk, Inc. since January 2011, Electronic Recyclers International, Inc. since August 20, 2013 and Corning Incorporated since February 5, 2013. He served as a Director of Xtera Communications, Inc. from September 2009 to March 10, 2016. He served as a Director of TDF Ventures. He is a Member of the Florida Bar, District of Columbia Bar and the Federal Communications Bar Association. Mr. Martin holds a B.A. degree from the University of North Carolina at Chapel Hill, where he was a Student Body President, a Masters in Public Policy from Duke University and a J.D. from Harvard Law School.
