A lot of good people, a lot of good ideas, poor selections for management positions in many cases.

Something of a roller coaster ride in terms of leadership of my department (while there was steady tenure for many years, it was management by fear.) This was changed several years ago and it's beenmuch better - strong performance is rewarded w/ monetary & other types of recognition.
