The lack of a performance review process makes it difficult to justify pay increases and my department is not known for aggressively rewarding employees in the form of merit or pay increases. I would feel better if I were given objectives to meet and then rewarded for meeting and/or exceeding them.
Compensation should be based on education and experience. I also believe with the rising inflation companies should stay current with the compensation.
