What needs to change to make the company culture better?

People need to stop attacking or pointing at others just to "shift the blame", we all need to understand we need to work as a team, and stop undermining other areas.

There are too many big egos, some think they are better than others and show that, too. The problem is that everybody knows and no one does anything about it. Some people are just more equal than others. So it does not matter if they treat their underlings badly.
