Why do you feel undervalued and what would make you feel better about your compensation?

Every meeting I have with leaders, they make it apparent that I'm making too little. They say, "You could be making so much more." Other less experienced and less tiered employees make more, but the excuse is that the budget changed.

I am frequently given responsibilities outside my role as a reward instead of compensation. My skills do exceed my role, but am given lateral moves and pats on the back instead of financial incentive.
