Actually care about your people, stop saying an automated system will fix everything, and hire people and actually pay them overtime. Start paying 45k AND OVERTIME
Team building, accountability and repercussions for negitive actions
Offer full remote positions, let people build up to that. Not all areas are needed in the office , use that as an incentive

At home is positive , we dont have to deal with office politics and cliques. Being forces back in is negative.
