Upper management has no idea how operations really works. You need to get your upper management out on the floor to understand what they are making decisions on.
You need to do a complete overhaul of shiftleads. Your employees care more about safety than they do. A complete overhaul of upper management. And stop taking benefits away from employees for example resolve, policies and procedures
