What needs to change to make the company culture better?

Holding managers accountable for their behavior. Managers need to be engaged and not have bias in their decision making. Senior management has to commit to creating a positive work environment. This is unlikely as the system benefits the oligarchs, no incentive to change. Elites never give up power.
