Senior leadership needs to identify/ address areas of toxic male-dominated culture and root out the ones perpetuating it- the middle managers. Nepotism in those regions needs to be addressed because you have "yes men" staying loyal to each other without accountability. HR is not addressing it either
Care more about their lower level employees and less about putting pretty stickers on the wall.
