Executive Bio

Mr. Paul D. Whynott has been the Chief Regulatory Officer and Executive Vice President at Synchrony Financial. Mr. Whynott served as Executive Vice President of Compliance and Regulatory at Synchrony Financial since May 2014. Mr. Whynott's responsibilities include ensuring Synchrony Financial's business meets regulatory expectations, as well as overseeing compliance, supervisory affairs and regulatory strategy. His financial experience also includes leading an analytical team focused on monitoring and identifying trends in the capital markets and producing analysis of these trends for the benefit of senior FRBNY management and supervisory staff. He held a number of challenging and critical leadership roles at the Federal Reserve Bank New York (FRBNY) over a 21-year period. He has a wealth of regulatory knowledge and deep experience. He has been Senior Vice President of Financial Institution Supervision Group at The Federal Reserve Bank since March 2014. Mr. Whynott served as Vice President of Supervision Group of The Federal Reserve Bank until March 2014, where Mr. Whynott served as Assistant Bank Examiner since August 1992. Mr. Whynott served as Officer of the New York Fed since January 2003 and also served as its Assistant Vice President since January 2004. He was Senior Supervising Officer at Citigroup. He oversaw the supervision of the U.S. operations for UBS. He has also served as the lead onsite supervisor for JPMorgan Chase and the Bank of New York Mellon at the Federal Reserve. Mr. Whynott holds a B.A. degree in Economics from Connecticut College and an M.B.A degree in Finance from Columbia University.
