Lose a few layers of interviews and meetings. Have people who actually have some sort of idea about what the position is and what it entails doing the interviewing.
Everyone knows that the blight from AHA starts at the top and trickles down though upper management. It will never change as the folks in upper management are all fat and happy in their positions. "Same as it ever was!"
