I would say constructive leadership. We need leaders to be more evolved hands-on with the knowledge and experience to understand and also willing and able to show first hand how to execute any and all job related tasks and or issues
Change of management to ones that are in it for employees and company NOT for CONTROL and looking down on the small people like the team.

If the company could decrease employee turnover, they would be able to fire bad workers, but they simply cannot afford to do so. They spend thousands of dollars on background checks for workers than do not work longer than a few weeks.
Training and management need to improve
Being more constrictive on tarts and abscesses. Better enforcement of the rules and regulations by site manager
