Having the right management group at a facility is a big part on keeping a good culture, unfortunately not every facility has that luxury.

the place is such a mess, the right hand doesn't have a clue to what the left hand is doing. The production manager has no clue as to what he is doing or cares to learn and does nothing to correct problems

Give the Service Representatives more control over their territories. If they do very well create a position of Area Manager and split their territory while providing small ongoing commissions to them while allowing them to manage the people within their area. This creates continuity and stability

They have too many rules that don't make sense, ask for a lot of work for not adequate pay. The company makes a lot of money, but they offer no bonus for the employees that make that happen.

Fix the employee drama, been more stern with bad employees
Listen to your best employees and not let them go , the worst employees are the ones still there ruining it
The managers at the location are always getting away with things they should. Gym too scared to say anything. No stock in the warehouse, not compensated for overtime work, made to work overtime, pushes too many jobs to the next month, some techs routes are padded to earn kpi points

Fellow employees seem paranoid that they will lose their jobs so small mistakes are often covered up or avoided since people are afraid they will lose their jobs.
