However, there were some very intelligent VP's, Directors and Senior managers I worked with.

What needs to change to make the company culture better?Accountability. From the top of the organization to the bottom. In that order, and not the other way around.
What does the leadership team need to get better at?Stop lying to employees and follow policies. Stop pitting colleagues against each other with Bell curve ratings with the intention of giving a greater number of lower rated performance reviews.
