Positive reinforcement will go a long way. You will always be able to get higher productivity from someone who feels appreciated and valued. Better utilization of finances across the entire workforce (stop giving to one and not the other). Reinstate company Christmas party and bonuses.
Benefits are covering medical expenses but just barely. Offer monetary insentives for going the extra mile (weekend office work, etc). Specific recognition for a job well done.

Acknowledge the good work of caretakers, bonuses & better pay, stop cheating the workers
Get back to the core values of being a home health company. Lift each other up and stop trying to profit from the illnesses/handicap/struggle of others. (even if means taking a loss in order to grasp the concept).
