Due to the difficulties of hiring employees in today's market, the company is adding more responsibilities to managers without compensating fairly. It is burning people out, and leading to turnover.
They pay the absolute minimum and use raises as a control mechanism. Working harder only makes you a target for harassment from management
I just hired 4 people on my team and had tons of conversations with recruiters about the right compensation level for those roles as well as mine. I'm not underpaid enough to look elsewhere at this point but it would be nice to see some market increases across the company.

Integra says it is mission driven but seems to be driven by putting out fires. Always reacting to supply issues, audits, and so the company and leadership forgets its people. Maybe treat your employees better and you wouldnt have crisis after crisis.
