The IT leadership team.dictates technologies and processes to engineering teams without a full understanding of the technology or process they choose. They need to listen to and trust their talent. They are very self-unaware when it comes to their knowledge of many technologies.

Need higher base compensation to be competitive
Pay shpuld be higher, raises are small for being only annual.
The raises for IT do not keep up with the industry and since they have proven they are willing to sell your job to inferior performers it is unlikely they will pay better in the future, unless you are in India, then they might.

The culture suffers from a huge proximity bias. Middle management and even most executive management realize their value lies in diplomacy or illusion of work. Being remote during the pandemic has exposed those don't add to company bottom line. They are forcing everyone back into the office.
