    We need to continue at the departmental level keep line staff engaged and help them understand how what they do day to day impacts the big picture. This gets their buy in as we change things and makes it easier to transform to what we want to be.

    continue the hiring of management staff that are not afraid to take a chance, good imagination of how a health plan ought to work, skilled in translating the vision into operational plans, understand how to managing upward and downward, and make decisions.
