The contract was never set up according to government guidelines. As a result everyone is just winging it to try to get the project done.

Nothing. The company is not salvageable unless employees are given proper contracts and protection from upper management corruption and arbitrariness.
Management has blundered repeatedly, but refuse to listen to any underlings about the problems. They blame their workers, but impede their performance constantly. Executive management lost 10% market share on our contract, equivalent to $700+ million in lost business over 10 years.

Leidos has received a new giant contract with SSA. However, they received a smaller portion. And unless there is a major cleaning house of middle-management, I am unsure Leidos will even reach the end of the 10 year contract. And almost assured they will not be selected for the following contract.
