Job expectations and tasks are not compensated fairly, especially with many factors changing constantly, which means employees need to spend a fair amount of time adjusting expectations and keeping up with the pace of work
Their HR strategy is to hire people for as little as possible, work them as hard as they can until they quit, ad infinitum
Constant communication, good rapport, very competent
Work to improve the quality/efficiency of the work, but you can't blame them because management doesn't reward it and will blame you if any attempts at improving things take time to develop
Culture of improvement and of learning new things

Total lack of communication between cities and management, taking on more clients and work that can objectively be addressed to good stardards of work
