Just low-technical-level people, no motivation or morale.
MITRE lacks strong technical staff. Hiring needs to focus more on technical competency.
Many are retired in place and have become complacent. They tell clients what they want to hear, sit at a desk for 8 hours, and claim that their role is to provide "oral deliverables." (I am not joking.)
