Having a higher base salary, commensurate with my quality, years of experience, and value.

Nokia does not compensate women and minorities fairly in North America. When brought to HRs attention they do not correct the problem. They manipulate semantics to try to justify their illegal actions. Your only recourse is to leave then sue the company which is counter to corporate rhetoric.
