Additionally, creating more growth opportunities for tenured agents and offering more competitive base pay would further strengthen long-term morale and retention.

Not just saying that you care about the employees, but actually caring would make a difference. Also, treating the disabled with dignity and not making them claw through Matrix for ADA that you're legally required to give would be nice. Living out your mission statements would be nice as well.
