Like everything else. They just do the paperwork and leave the lay offs to the department manager.

There is no growth, they do no promote from within. They may change your job title to make it sound like growth, but no raise or responsibilities come with it.

They are very clickish. If they don't like you they will be nice to your face, but talk behind your back.
