My colleagues at the departmental level are professionals at the top of their fields, and are a joy to work for/with. This is in stark contrast with upper level UC administration, who adopt a policy of paying researchers only enough to scrape by, but not enough to thrive or raise a family near UCB.

UC Berkeley under this chancellor does not believe in equal pay for equal work.
Post-Doc compensation at UC is competitive with national averages ... while UCB is located in one of the most expensive areas of the country. Would you be happy with 4.5k/month pay (before taxes), if the average 2-bedroom apt near your place of work costs 3.5k/month? I am not.
When I first started working there, I was a lead. I have slipped down the cracks and have a neglected position which is threatening.

This is a top university because of its academic professionals at the departmental levels. These function at a high level *in spite* of upper administration, not thanks to the policy directions set by UC as a whole.

Things do change extremely slow and without authoritative hierarchy. At the same time, depending on the role, you may have a lot of freedom to experiment and get things done on your own.

When our group gets the job done during a busy day but everyone has gotten along and communicated with feedback on what worked or what didnt work

while there is opportunity for training there is no place for actual career advancement. The same culture that cultivates greatness can also cultivate toxicity if not managed and sustained properly.
Budget cuts over numerous years have really taken a beating on staff morale.
