Find bad apples in the leadership, including directors, get rid of them. It is like government department, once you are in, you can retire without doing any meaningful or tangible work. No wonder difficult to hire good talent with pay-scales on 90s. Focus on results not just "talk". Exit interview.

They need to start communicating upwards instead of just nodding to the top and then turn to those underneath them asking them to carry out tasks with directions they haven't even questioned or challenged.

The leadership team takes the results of the annual employee engagement survey and dismisses what it deems as unimportant even if the topic is rated high. Also, they need to stop showing favoritism towards bad managers and weed them out. They talk a good game but do nothing.
