The manager needs to lead the team and not to take things to personal. If they do not want to be take responsibility for the role, then maybe the position is not right for them.
Compensation is lower than market rate.
You badically end up working three positions in one role and be paid for one role. Additionally employees that slack are allowed to slack with no reprecussions however the ones that pick up the slack and not recognized for their extra input. Usually the slackers are the ones being promoted too..
I believe rewarding employees more would be better for an individual to strive to do better at their job.
People may feel undervalued if they the manager is not on their side.

Workers are over worked and underpaid. Also so hard to get vacation hours. Every 2 weeks you earn under 3 hours for your vacation accrual. 7 hours every two weeks you esrn for sick days.
