
Expect more of managers and senior IC's. Either mentor people who are struggling to do their job competently or replace them.
Leaders (both managers and senior IC) need to encourage working collaboratively on a day to day basis and not just when the SHTF. Need to convince people that change is possible.
There are some really excellent people who really care scattered throughout the company. When things get really bad or there are challenges that are visible to Exec's, people will start working together.
