Mr. Steven B. Kelmar, known as Steve, serves as Chief of Staff for Office of The Chairman and Executive Vice President of Corporate Affairs at Aetna Inc. Mr. Kelmar is responsible for managing the Chairman's office, as well as leading critical external initiatives related to health care reform, the U.S. economy and legislative affairs. He is a Senior Advisor of NaviMed Capital Advisors, LLC. Mr. Kelmar served as Senior Vice President of Corporate Affairs, Head of Communications, Head of Government, Regulatory and Policy Team and Senior Vice President at Aetna Inc. Mr. Kelmar served as Senior Vice President and Head of Aetna's government of Federal & Government Affairs at Aetna Inc. Mr. Kelmar served as Senior Vice President of Federal & Government Affairs at Aetna Inc. Mr. Kelmar served as Head of Government Relations at Aetna Inc. since July 1, 2008. Mr. Kelmar served as Vice President, Public Affairs of Merck & Co., Inc. since August 2006. He served as head of Global Public Affairs and Policy for Merck & Co. Inc. In these roles, he was responsible for setting and driving the public affairs and policy strategies globally for these companies. In 1990, he was appointed by President Bush and confirmed by the U.S. Senate to be an Assistant Secretary at the U.S. Department of Health and Human Services. He served as one of the federal government's chief policymakers during a time of major national reexamination of health care delivery systems. Mr. Kelmar spent 14 years in public service in several executive positions. Prior to August 2006, Mr. Kelmar served as Head of Global Public Affairs and communications function at Novartis AG since February 2003. He served as Senior Vice President of External Relations at Medtronic Corporation for nine years. In this role, he led efforts to establish it as a leading health care technology company. He was also employed at Medtronic, Inc. In his career, He worked in the U.S. Department of Health and Human Services and was a chief of staff for two members of Congress. He serves as a Director of Consumer Health Services, Inc. In 1993, he joined Strategic Management Association of Alexandria, Virginia. Mr. Kelmar received his Bachelor of Arts in Public Administration and Economics from Pennsylvania State University.
