    Popularity as you go higher in the company, and how well your manager can write. Bad writer, bad doc, low chance of promo. They are changing this for low levels but holds true l7,8, 10

    It goes via Org Level Reviews where a panel reviews promotion case. You need to have a strong manager to defend your case and also have to do significant work to prove your case.
