Executive team needs to be more transparent.

Wholesale change. Replace all C-levels and SVPs.

They need leaders they want to follow...until leadership changes, it will be much the same.

Drop the gauntlet. Have serious questions asked by the manager. It's not a "popularity contest".

What's going wrong and how can it be improved?

Leadership change is needed to move the company forward. Over the past 5 years moral and culture has declined. Primarily because of the lack of ethics in top leadership.
