Culture varies amongst groups, management styles and expectations.
Let people do what they are good at. Mgmt and especially HR interfere a lot. VERY liberal HR that takes sides and treats people differently dependent on who it is.
To improve the culture I would recommend eliminating the politics, ensure a clear chain of command that's drives a sense of empowerment within teams and hire more outside talent to drive company growth.
Operation capacity and locations availability to labor needs to be taken into consideration. Currently the work load of facilities is well above ohysical and labor availability
Take a good hard look at your middle management. They will make or break the culture.

Overall it is good; starting to focus more on safety as it seems like daily individuals are getting injured on the job.
Actually putting their money where there mouth is. They constantly preach about how safety is the number one priority. Yet their actions show that velocity,cost, and quality are always put in front.
