Executive Bio

As Executive Chairman, Mr. Dobkin continues to shape EPAM’s long-term strategy, build key client, partner, and investor relationships, and promote the Company’s brand worldwide. Working closely with EPAM’s leadership team, he ensures the values and strategic focus that defined EPAM’s growth continue to guide its future.

From EPAM’s founding in 1993 until September 2025, he served as CEO, President, and Chairman of the Board. Under his leadership, EPAM grew from a small New Jersey startup with Eastern European roots into a global leader in digital transformation services, setting new standards in product development, platform engineering, and innovation while maintaining its purpose-driven culture.

During his tenure, EPAM became a Forbes Global 2000 company and joined the S&P 500. By July 2025, Mr. Dobkin was one of just 24 founder-CEOs (4.8%)—and only nine in the technology sector—to lead a company from inception to the S&P 500.

Recognized as a pioneer in IT services, he helped open Central and Eastern Europe’s software talent to the global market. His honors include induction into the Ernst & Young World Entrepreneur of the Year Academy and Hall of Fame (2015), the Tatra Summit Business Leadership Award (2021), and Newsweek’s “Most Loved CEOs” list (2024).

Before focusing on EPAM, he held leadership roles at SAP, Prudential Insurance, and Colgate-Palmolive. He holds a Master of Science in electrical engineering from Belarusian National Technical University.
