Raise salaries, stop laying good people off just to pay double to hire new ones that are less qualified then what they just laid off.
Put the engineers that are actually doing work first. Pay them fairly so they have the motivation to drive actual changes on the ground. Otherwise, all we ever will get is talk and nothing else.

Execs need to walk the same ethics they talk, managers need to depend on the smart people they hire and listen to them
management needs to change and listen. we have innovative ideas, but still doing things the old way

Morale, pay, benefits, support, everything. Everyone raves about the stock price going up, but then programs that make employees happy are cut at that cost. The company needs to put employees first before its shareholders and investors.
