What needs to change to make the company culture better?

Most people keep to themselves. Middle managment in some departments try to have a social scene, but make it a point to exclude newer hires. There are a couple individuals pushing for company culture and they are not from the admin team. The office is relaxed with few people interacting.

They need to start from scratch.

Fire all management especially the CEO JoAnn and rebuild the company from scratch with actual ethics and sanity.

it is useless. They will not change.
