There is no upskilling and progression offered to engineers. Constant layoffs. Mediocre bosses. Office politics. Amongst the worst benefits and pay in the tech industry. Company only exists to perform financial engineering. Make use of them and jump to better places before they inevitably cut you.

Generally most are nice but politics exist and there are lots of gossipy people around.

Nothing, they exist to leech off whatever little the company make every year, downsize some more and reward themselves with fat paychecks at your expense. Don't bother being loyal here, you'll get rewarded only with disappointment.
Why do you feel undervalued and what would make you feel better about your compensation?
Pay and benefits are way below market average and increments are paltry even if your performance or the financial year is good. Fresh grads would catch up to your pay grade in no time if you don't leave.
What needs to change to make the company culture better?
It needs an entire overhaul - this is more than a 'change your mindset and be the change you want to see' scenario. The only good change for an individual would be a change of company if you are in this company,
