More consistent work. Stop hiring in big waves and then there's not enough work to go around which leads to large layoffs. Keep a good core of employees and expect more. Invest in the good employees. Hiring waves makes people feel less important.
Leadership is disconnected from those in the trenches. They only care about metrics and not caring to looking at those metrics are unrealistic.
