This might be controversial, but peer reviews along with management reviews should be used to determine pay wages. I work alongside some people who do the bare minimum, and management does NOT notice. One bad apple does affect the team, the state of FL is "an at will state". Do as you must with this

Everyone get along without trying
Everyone does their best to help everyone else out. We all care about each other
Everyone is very friendly, a very positive work environment
No more have to deal with passive aggressive supervisor
For my team, the most positive is when we work as a team towards our common goal

Accountability, not everyone is held to the same standard.
