    There are two things which could be considered a raise. In January some years there is a Cost of living increase as part of the federal budget but for 5 years after republicans took over congress in 2010 those didn’t happen. I think last year it was 1.9% after 5 years of nothing. Any job you get is on a GS scale with 10 steps. As long as your reviews are at lease average you will earn one step per year for the first 2 years then it goes to one step every 2 years and finally one every 3 years.
